In the fictional capital "Teito". The society is clearly separated into upper and lower classes. In the city, there appears a phantom thief who steals high-priced antiques like a magic only from the rich. He is able to disguise himself as various kinds of people, and is called ‘K-20’. One day, being deceived by a mysterious old man, a popular tumbler man at a circus called ENDO Heikichi (KANESHIRO Takeshi) is arrested as K-20. He somehow escaped from the jail, and decides to hunt down the real phantom to prove his innocence. Meanwhile, K-20 aims at a rich lady, HASHIBA Yoko, whose fiancé is AKECHI Kogoro who is a famous detective and once arrested Heikichi. Having an extraordinary physical ability, Heikichi tries to fight against K-20, with Yoko and Kogoro. Now, a thrilling battle action is about to begin…
